Controversial Special District proposal to be withdrawn amid community outrage

STATEN ISLAND, N.Y. — A controversial Special Districts Text Amendment proposed by the Department of City Planning (DCP) will be officially withdrawn, according to two local lawmakers. Councilman Steven Matteo (R-Mid-Island) and Councilman Joe Borelli (R-South Shore) announced Monday that DCP will withdraw a controversial proposal that many Staten Islanders feel would have limited their rights as property owners by placing rigid restrictions on the ways in which they could develop their land.
